制度性生态空间土地利用冲突研究进展

Research progress of land use conflict of institutional ecological space

土地与空间是不同势力竞合的场所,冲突则是土地或空间资源背后基本特性的显现,制度性生态空间作为一种"准公共物品"的空间资源,在开发与保护的过程中,容易造成各利益相关者之间产生不协调现象,导致土地利用冲突。文章阐明了制度性生态空间概念和内涵,概述了制度性生态空间冲突表现的自然资源保护与城市蔓延扩张等2种土地利用冲突类型,基于城市政体理论和利益相关者理论分析了土地利用冲突形成的城乡土地制度机制和城乡规划管理机制,阐述了土地利用冲突的参与机制与共管机制的管理策略,对中国转型期制度背景下制度性生态空间冲突的形成和管理的研究动向,以及制度性生态空间冲突调控路径在城市规划与城市治理中应用的发展趋势进行了展望。

Land and space is just the place where different forces are competing. Conflict is usually the manifestation of the basic characteristics behind land and space resources. As a kind of "quasipublic goods " space resources,the institutional ecological space is easy to cause the disharmony between different stakeholders in the process of development and protection,which leads to land use conflict. This paper expounds the concept and connotation of institutional ecological space,summarizes two kinds of land use conflicts of institutional ecological spatial conflicts( resources protection and urban sprawl),analyzes the mechanism of urban land system and the management mechanism of urban and rural land use, expounds the participation mechanism of land use conflict and the management strategy of common management mechanism. This paper gives a prospect to the research trend of the institutional ecological space conflict 's formation and management system under the background of of Chinese transition period,and the development of the institutional ecological space conflict's regulation path in the application of urban planning and urban management.
