河南省基本公共服务水平的区域差异与影响因素

Regional Differences and Contributory Factors of Basic Public Service Level in Henan Province

构建基本公共服务水平评价指标体系,运用不平衡指数和改进熵权的方法,测算2016年河南省各地市基本公共服务的发展水平和发展均衡度,分析基本公共服务水平的影响因素。结果表明:河南省基本公共服务水平在空间分布上从西北向东南呈逐渐下降的趋势,低水平地区连接成"V"型形态;大部分落后地区基本公共服务发展的平衡度较低,不同程度地存在着"短板"现象;造成基本公共服务水平区域差异的内部主导因素是基础教育、医疗和环境服务,外部影响因素主要是人口集聚程度和经济发展水平。

The regional differences and the contributory factors of basic public service Level in Henan Province were analyzed systematically by using the methods including entropy and imbalanced index. Results show that the regional differences of basic public services were significant. The"V"shape spatial pattern of low level area was gradually highlighted,and the level of basic public services has a trend to decline from northwest to southeast. In most cities which have low level of services,the development level of basic public services were not coordinated for their own shortcomings. The dominant factors causing regional difference in basic public services were medical services,basic education services and living facilities services. The driving forces for that were factors which related to population agglomeration or economic development such as urbanization level,per capita GDP and fixed-asset investment.
