基于GE衍生矩阵的资源型城市化工产业延链升级研究——以陕西省韩城市为例

Strategy of Expanding and Upgrading Chemical Industry Chain in Resource-based City Based on GE Derived Matrix: Empirical Studies from Hancheng City,Shannxi Province

我国经济已由高速增长阶段转向高质量发展阶段,正处在转变发展方式、优化经济结构、转换增长动力的攻关期,在这一时代背景下,资源型城市的产业转型不是由于资源枯竭无法支撑资源的消耗问题,不是新产业替代老旧产业的问题,而是传统产业的延链升级问题。因此,主动转型应该成为产业转型理论中的重要补充,更是解决众多资源型城市产能过剩和环境污染问题的现实需要。运用GE衍生矩阵分析方法,构建GE-钻石模型下的评价指标体系,为化工产业延链升级的实施路径提供分析框架。以韩城市化工产业为例,提出详细的转型升级实施路径。相关理论可为资源型城市探索主动、高效、高科技、绿色的产业转型之路提供依据。

During the new normal,the industrial transition of resource-based cities is not replace the old industries of new,and either resource depletion,but the extension of traditional industries chain. Initiative transition of resource-based city should not only become an important complement in industrial transition theory under the background of new normal,but also a solution for industry overcapacity and increasing environmental pollution. The paper presents GE derived matrix as an analytical method,and the evaluation index system of GE-diamond model is constructed,which provides an analytical framework for the implementation of the chemical industry chain upgrading. As an example in Hancheng,the paper puts forward the strategy for its industry transition with detailed implementation path,so that guiding the city current transition. The relevant conclusions could provide reliable references for resource-based cities transition under the background of new normal.
