摘要
区域级森林资源可持续经营水平的评价是实现森林资源可持续经营的基础工作,也是综合、系统、科学、客观地对各地区、部门、项目进行绩效考核的重要依据。以湖南省为例,通过属性和层次分析科学地选取评价指标,构建了由5个层次72个指标构成的湖南省区域级森林资源可持续经营指标体系,运用熵值法对数据开展权重分析并聚合运算,得出2009—2013年湖南省森林资源可持续经营指数分别为32.82,47.31,42.95,51.67和62.03,处于逐渐趋好的状态。评价结果与湖南省实际情况比较一致,表明该体系科学可行。
The evaluation of the sustainable management of forest resources is critical.This study took Hunan Province as an example,constructed an index system of forest resources sustainable management,which was composed of 72 indicators of 5 levels,was constructed by selecting the evaluation index scientifically by attributes and AHP method.The entropy method was used to carry out the weights.The result showed that the sustainable management index of forest resources in Hunan Province is 32.82,47.31,42.95,51.67 and 62.03 respectively,which was gradually getting better in 2009—2013.The evaluation results are consistent with the actual situation in Hunan Province,indicating that the system is scientific and feasible.
