文中基于"12345"科学安全监管体系的实践运用,对构建水上交通新安全理论提出江苏海事方案,加快推进长江航运治理体系和治理能力现代化。
The paper puts forward the plan of Jiangsu Maritime Safety Administration on developing new theories of maritime traffic safety based on the practical application of the ＂12345＂ scientific safety administration system,acceler ate the modernization of Yangtze River shipping management system and governance capabilities.
