Analysis of profit and loss of stakeholders in graded system of diagnosis and treatment

利用利益相关者理论对影响分级诊疗政策实施的主要利益相关者进行界定,分析政府、卫生计生行政部门、医保机构、综合医院、基层卫生机构、医务人员、患者(居民)等利益方的需求、损益及影响因素,揭示不同利益主体在分级诊疗政策中所起的推动和阻碍作用,据此提出政策建议。

This paper defined the main stakeholders who influenced the implementation of graded system of diagnosis and treatment using stakeholder theory, analyzed the demand, profit and loss and its related influencing factors among different stakeholders, ineluding for example gnvermnent, the administrative department of health and fhmily planning, the medical insurance organization, the comprehensive hospital, the primary health institution, medical personnel and patients, and revealed the role of different stakeholders in the promotion and hindrance of the graded system of diagnosis and treatment, thereby putting forward the policy suggestions.
