农村转移劳动力市民化进程中的职业培训供给侧改革

农村转移劳动力的职业培训供给侧改革要求从结构和质量上对传统劳动力职业培训进行优化,从而推动农村转移劳动力的市民化,促进转移劳动力在地域、产业和心理上的全面迁移。分析农村转移劳动力职业培训供给侧现状发现,现有职业培训不能满足劳动力市民化进程中的职业心理迁移需要、职业能力均衡发展需要以及职业转换需要。需要围绕终身职业能力提升机制、多元主体协同机制和就业与成长融合机制进行农村转移劳动力职业培训供给侧改革的整体思路设计,并将农村转移劳动力市民化进程中的职业心理迁移培训、职业发展培训和职业转换培训作为改革建设的重点。

The supply-side reform of vocational training of rural migrant workers is the optimization of the traditional labor vocational training from the aspect of structure and quality, which helps to promote the urbanization of rural labor force and the transfer of the labor force in the geographical, industrial and psychological comprehensive migration. Analyzing the status and existing problems of current rural migrant workers＇ vocational training finds that the existing vocational training cannot meet the needs of vocational psychological migration, balanced development of vocational competency and job conversion. Therefore, the overall idea of supply side reform of the rural labor in China which covers lifelong vocational ability enhancement mechanism, multi-agent coordination mechanism and employment-growth integration mechanism is put forward, and the emphasis are the reform of the vocational psychology training, career development training and job conversion training.
