摘要
2017年1月,特朗普正式就任美国第45任总统。特朗普上任后面临复杂的国内外环境,本人政策偏好别具一格,其如何处理奥巴马政府的北极"遗产"引发关注。本文通过使用战略管理学中的SWOT分析法,对特朗普政府参与北极事务的内部优势、内部劣势、外部机会、外部威胁进行分析,发现特朗普政府参与北极事务内部优势明显,外部威胁突出。在此背景下,特朗普政府可能在北极环境治理、资源开放、安全维护和国际合作四个方面发挥优势,回应挑战,实现北极战略的转型和升级。
In January 2017,Trump was inaugurated as the forty-fifth president ofthe United States. Trump was faced with complicated domestic and international circumstances after his taking office. He had unique policy preferences,so how to deal with the Obama administration's Arctic policy has aroused concern. The internal advantages,internal disadvantages,external opportunities and external threats of the Trump administration's participation in the Arctic affairs are analyzed with the SWOT analysis method of strategic management in this article,discovering that the Trump administration has an obvious advantage in participating in the Arctic affairs,and the external threats are prominent. Under this background,the Trump administration may play an advantage in the four aspects of Arctic environmental governance,resource liberalization,security maintenance and international cooperation to respond to the challenge and to realize the transformation and upgrading of the Arctic strategy.
