This paper frst introduces the instability characteristics of the thick top-coal along the empty groove, then analyses its instability mechanism, after which it puts forward a collaborative governance concept, develops a pressure relief hole - grouting method of collaborative governance, and fnally determines the reasonable unloading drilling and grouting parameters.
