Adjustment of Land Policy during the Period of New Economic Policy of Lenin and Its Contemporary Enlightenment

俄共(布)"十大"确立实行新经济政策以后,列宁领导下的苏俄政府在深入调查研究的基础上,通过颁布一系列的政策和法律对土地政策进行了调整,维护了农民的土地权益和国家的土地安全。新经济政策时期的土地政策更加注重农民对土地选择权和使用权的保障,大大拓展了农民支配土地和劳动力的自由,使农民的生产积极性得到极大的提高。苏俄新经济政策时期对土地政策调整的实践,对于我国在新的历史条件下解决土地问题乃至三农问题具有重要的启示。

After the 10 th National Congresses of Russian Communist Party established the new economic policy,on the basis of thorough investigation and study,Soviet Russia government under the leadership of Lenin,safeguards farmers' land rights and national land security through the promulgation of a series of policies and laws to adjust the land policy. Land policy in the period of new economic policy pays more attention to the protection of farmers' rights to choose and use lands,greatly expanding the freedom of farmers to dominate the land and labor force,so that farmers' production enthusiasm has been greatly improved. The practice of adjustment of land policy during the period of the new economic policy of Soviet Russia has important enlightenment to solve the land problem and even the three agriculture-related issues under the new historical conditions.
