Credit Evaluation for Central Financial Research Project Implementation Institutes

本文结合国家科技计划管理需求,研究了中央财政科研项目经费使用单位信用的内涵,分析了该类对象信用的相关信息基础,尤其是失信问题负面清单,提出了该类对象信用评价的思路、指标体系和方式方法,最后研究讨论了信用评价活动的组织实施模式以及信用评价结果的应用。

Based on the management needs of national science and technology program, the credit connotation of central financial re- search project implementation institutes were studied, and the relevant credit information were analyzed, especially the negative list of the credit problems. The study developed a credit evaluation system including evaluation principles, indicators, methods, as well as the organization of the evaluation and the usage of the result.
