On the Government Procurement for Innovation Promotion: A Review of Controversial Issues

当前政府采购被认为是基于需求侧的重要的创新政策工具,欧美许多国家都制定和实施了以促进创新为目的的政府采购政策,但是当前学术界并未广泛认同政府采购促进创新的作用。对于这一问题的综述有利于深入把握和有效推动政府采购对创新的积极影响。本文梳理了当前政府采购对技术创新的促进作用的相关研究成果,探讨了学术界对政府采购与促进创新之间关系的争议,分析了促进创新的政府采购的指导原则、政策设计和实施策略,以及政府采购促进创新的效果的当前研究进展,并在此基础上进行评价,提出该领域的未来研究方向。

As a demand side innovation policy, government procurement has played an important role in promoting innovation in many countries, but the researchers have controversies about the role of government procurement for innovation. In this paper, we reviewed the literatures of government procurement for innovation, analyzed the theory of government procurement for innovation, and explored the principles, design and implementation of the government procurement policies and the evaluation of the policies. Finally we provided the future development of the research of the government procurement for innovation.
