摘要
系统地梳理适应气候变化科技创新的内涵与特点,分析世界主要国家促进适应气候变化科技创新的共性特征,基于ND-GAIN指数对我国适应气候变化的能力进行国际比较。在此基础上,从供给侧和需求侧,提出优化研发布局、加强技术扩散、开展气候可行性论证、提升适应标准、政府绿色采购以及开展国际合作等促进适应气候变化科技创新的政策建议。
Improving the policy environment has great significance to promoting climate change and technological innovation and improving our abilities to adapt to climate change. The paper, based on summarizing the connotation and characteristics of adapting to climate change and technological innovation, analyzes the common characteristics in adapting to climate change and technological innovation of main countries in the world. What's more, based on ND- GAIN INDEX, the paper compares the ability of adapting to climate change between our country and other countries. Finally, some suggestions are put forward including supply side and demand side, such as to optimize R&D layout, strengthen technology diffusion, develop climate feasibility demonstration, promote adaptation standard, implement government green purchase system, and carry out international cooperation and so on.
