Reflections on the Construction of National Spatial Planning System

当前，国家空间格局变迁处于关键拐点时期，国家空间治理体系处于转型变革时期，国家空间规划类型处于整合创新时期，构建适应生态文明建设、促进“五位一体”战略实施的国家空间规划新体系，具有重大长远的战略意义。其目标任务是让国家空间格局结构高效、功能完善、交通畅通、环境优美、形象独特，使之具有世界竞争力和可持续能力。因此，国家空间规划体系构建应坚持面向世界竞争的功能体系、面向未来可持续发展的安全格局、面向实际国情的规划体制三个基本原则；形成“发展战略＋空间管控＋实施引导”内容框架，“定性、定量、定位、定形、定景、定界、定线、定施、定项”九方面的技术内容体系；构建“国家空间发展战略规划2049、全域空间总体规划2030、近期建设规划2020”三层次规划体系；推进“大联合”规划组织机制、全国标准化技术平台等改革创新。

At present, the national spatial pattern change is in the critical turning point, the national spatial governance system is in the period of transformation, and the national spatial planning types are in the period of integration and innovation. Therefore, it is of great and long-term strategic significance to construct a new national spatial planning system to adapt to the construction of ecological civilization and promote the ＂five in one＂ strategy. Its goal is to build a national spatial pattern with an efficient structure, complete functions, smooth traffic, a beautiful environment, and a distinctive image, so that the system has world competitiveness and sustainability. As a result, the construction of the national space planning system should adhere to three basic principles： building a functional system for world competition, building a safety pattern for the future sustainable development, and building a planning system based on the actual national conditions. And it should establish a technical system with a content framework of ＂ development strategy ＋ spatial control ＋ implementation guidance＂ and with nine aspects including quality, quantity, positioning, form, landscape, boundary, line, facilities, and item; build a three-level planning system composed of ＂national space development strategic planning 2049, global space master plan 2030, and short-term construction planning 2020＂; and promote the planning organization mechanism of ＂ integration in a large scale＂, the national standardized technology platform, and other reform and innovation measures.
