关于我国空间规划用地分类的思考

Reflections on Land Use Classification in Spatial Planning in China

长期以来，我国各类用地规划各自为政，规划基础和技术不统一，规划内容相互交叉与矛盾，导致空间规划管控紊乱，严重限制了我国社会经济发展。空间规划深化改革势在必行，而改革的重点之一是对用地分类标准的整合。与以往研究重点讨论标准衔接不同，本文强调的是对不同用地分类标准的整合，在分析国土、规划、林业部门等主要用地分类现状特点以及存在主要问题的基础上，明确我国空间规划用地分类标准整合的必要性，并提出规划用地分类标准整合方案和建议。

For a long time, China＇s ad ministrative departments related to spatial management have their respective planning systems. However, the various spatial planning systems have different technical standards and often contradict each other, resulting in disordered spatial administration, which severely restricts the social and economic development of China. Therefore, it is necessary to con duct spatial planning reform, and one focus of the reform is the integration of land use dassification standards. Based on the status quo, features, and main problems of the main land use classification of different government departments, this paper points out the necessity to integrate the land use classification standards in China＇s spatial planning, and puts forward corresponding integration schemes and suggestions.
