基于智慧治理的村域规划支持平台研究

The Development of Village Planning Support System Based on Smart Governance

我国村级行政单元常由于缺乏专业的规划人员和技术指导，难以高效率、高质量地完成村域规划编制工作。本研究尝试利用互联网技术开发村域规划支持平台，运用计算机技术将既有规划程序和内容制作成操作简单、界面友好的线上规划平台，以降低规划编制门槛，便于村级管理人员自主进行规划编制。同时，从智慧治理的数字化城乡管理理念出发，本研究开发的村域规划支持系统希望运用多样数字技术、融汇多种数据、耦合多方参与主体，探索“众筹／众创式”的规划编制新机制。本文通过案例平台的设计、开发和试用，总结智慧治理理念下村域规划支持平台的应用优势和阻碍。

Due to a lack of professional planners and technical support, it is difficult for the village-level administrative units in China to formulate development plans effidently and in high quality. This study at tempts to use the ICT to develop a village planning support system, using computer technology to input the existing planning procedures into a simple and user-friendly online planning platform, so as to lower the threshold of planning and to facilitate village administrative staff to make plans independently. At the same time, guided by the concept of digitalized urban-rural raanagement of smart governance, thevillage planning support system hopes to use a variety of digital technology and data and couple with multiple-agent participation to explore a new ＂ crowed-sourcing＂ planning compilation mechanism. Through the design, development, and implementation of the planning support system, this paper summarizes the advantages and obstacles of the application of this system in the future development.
