县乡关系下的城乡公共服务均等化研究——以浙江省为例

Study on Equalization of Urban and Rural Public Services Under the Relationship Between County and Town——Take Zhejiang Province as an Example

城乡公共服务均等化的实现程度事关小康社会的全面建成、改革发展的公平正义,关系着人民群众的改革获得感和幸福感。浙江省城乡公共服务均等化启动较早,取得了很大成就。县乡关系不但对于理解府际关系有着启发价值,在实践中更决定着推进城乡基本公共服务均等化的国家目标的实现程度。现阶段,浙江省的县乡关系存在着诸多不协调,需要从体制上进行创新,从而为城乡公共服务均等化提供强大动力。

The realization of the equalization of urban and rural public services is related to the comprehensive construction of the well-off society,the fairness and justice of the reform and development,and the sense of gain and happiness that link up with the social reform.The equalization of public services in urban and rural areas in Zhejiang have been started earlier and achieved great success.The relations between counties and townships not only enlighten value for understanding intergovernmental relations,but also determine the degree of realization of the national goals of promoting equalization of basic public services in urban and rural areas in practice.Currently there are still many adjustments in the relations between counties and townships in Zhejiang Province,which need to be innovated from the system and for urban and rural public service equalization to provide a powerful driving force.
