信访制度是我国人民群众参与政治生活的一项特殊政治制度,不仅有着历史的文化传承,也有着现实的价值功用。伴随着社会主义市场经济体制的发展,社会领域的诸多变化直接反映到我国当前的信访工作中,信访工作呈现了更加复杂化、人治化、协调难的特征。十八大以后,在全面依法治国的时代背景下,提高运用法治思维和法治方式处理问题的能力,加快信访工作法治化的进程,或将成为破解当前信访困境的重要举措。

The petition system is a special political system for our people to participate in political life.It not only has the historical cultural inheritance but also has the practical value function.With the reform and development of the socialist market economic system,many changes in the social field are directly reflected in the work of the current petition in China,showing the more complex,humanized and coordinated difficult characteristics.Since the 18 th National Congress of the Communist Party of China(CPC),the process of speeding up the legalization of petition work can be an important measure to crack down on the plight of the current petition in the context of comprehensive administration of the rule of law and the rule of law.
