“双一流”建设的特点、困境与出路——由19个省市“双一流”建设相关政策引发的思考

Characteristics, Predicament and Way-out of “Double Class” Construction:Reflections on the Policies of “Double Class” Construction in 19 Provinces and Regions

通过对19个省市"双一流"建设的政策内容进行分析,发现定位比较明确、资金投入较大、注重分类开展、突出学科特色、重视人才建设、强调成果转化、传承优秀文化、坚持开放发展是各省市"双一流"建设的共同特点。然而,如何制定"双一流"标准、破除体制机制障碍、促使地方高校顺利突围、调整学科专业布局、应对人才大战、提高资金的使用效率是其当下面临的困境。扎根中国大地制定具有中国特色的"双一流"建设标准,深化体制机制改革以激发高校办学活力,依据自身实际加强学科内涵建设以实现重点突破,遵守学科发展规律科学合理的进行学科专业布局调整,以"五留"加强高校人才队伍建设,做好资金的分配、使用和监管以提高资源利用率是其未来选择。

Through the analysis of the 19 provinces＇ ＂double top＂ construction policies, we found that clear orientation, large capital investment, focusing on classification, outstanding subject characteristics, emphasizing talent construction, emphasizing the transformation of achievements, outstanding cultural heritage, adhering to the open development are the common feature. However, the predicament exist, including formulating the ＂double top＂ standard, getting rid of institutional barriers, promoting local colleges smoothly breakthrough, adjusting the discipline layout, copping with the talent war, and improving the efficiency of using funds. Thus, developing the double top construction standards with Chinese characteristics, deepening the reform of institutional mechanisms to stimulate the vitality of universities, strengthening the connotation of the discipline construction to achieve major breakthroughs according to their own actual, adjusting the discipline layout scientifically and rationally according to the laws of science discipline development, strengthening the construction of talent team in colleges and universities with ＂five stay＂ , doing a good job of the funds＇ allocation, using and supervision are the future choice for ＂double top＂ construction.
