乡村振兴战略下生态农业的生态补偿研究

Study on the Ecological Compensation for Ecological agriculture under the Rural Revitalization Strategy

生态农业的生态补偿机制建设是实施党的十九大乡村振兴战略的有机组成部分。我国生态农业建设面临着周期长、成本高、技术薄、生产粗放、销售难、标准缺、信誉差等困境,生态农业生态补偿机制建设面临着管理体制部门分割、制度建设滞后、补偿主体方式单一、补偿标准量化难、激励约束机制缺失等困境,探索规范补偿范围、明确主客体权责、培育筹资平台、建立标准化体系、完善补偿方式、健全监管控制、强化组织领导等现实路径是生态农业生态补偿机制建设落地见实效的必然要求。只有建立健全生态农业的生态补偿机制,才能有效实施乡村振兴战略,推进农业农村现代化进程。

The mechanism construction of ecological compensation for ecological agriculture is an integral part of implementing rural revitalization strategy which was put forward in the 19th CPC National Congress. The construction of China’s ecological agriculture is confronted with dilemmas including long-term cycle,high cost,poor technological,extensive production,difficulty of selling and bad credit. The mechanism construction of ecological compensation for ecological agriculture faces problems as not having a unified management department, lagging behind of mechanism construction, the singleness of compensation subject means,the difficulty of making the compensation criteria and lack of mechanism for incentive and constraint. Thus, it is an inevitable requirement to explore standard compensation range, to make clear the responsibility and obligation of subject and object, to cultivate fund-raising platform, to set up a standardized system, to improve compensation means and to emphasize organizational leadership so as to put in place the mechanism construction of ecological compensation for ecological agriculture. Only by establishing a sound ecological mechanism for ecological agriculture can the rural revitalization strategy be effectively carried out and the agricultural and rural modernization can be pushed forward.
