Enhancing the Ability to Govern Comprehensively and Improving the Party's Ruling Ability and Level Constantly

习近平总书记在党的十九大报告中深刻指出,我们要全面增强执政本领,不断提高党的执政能力和水平。只有全面增强执政本领才能确保党长期执政,这是由党的执政地位和执政使命决定的,是由实现十九大提出的目标任务、奋力走好新时代的长征路决定的,是由"本领恐慌"决定的。有效增强执政本领,必须抓重点、补短板、强弱项,增强学习本领、政治领导本领、改革创新本领、科学发展本领、依法执政本领、群众工作本领、狠抓落实本领、驾驭风险本领等八大本领。持续增强执政本领,必须坚持强化理论武装、强化全面增强、强化实践锻炼、强化调查研究、强化科学管理等"五个强化"。

General Secretary Xi Jinping pointed out profoundly in the 19 th CPC National Congress report that we must enhance the ability to Govern comprehensively and improving the Party's ruling ability and level constantly. Only by enhancing the ability to govern comprehensively can the Party's long-term governance be ensured,which is determined by the Party's ruling status and governing mission,by the target set by the 19 th CPC National Congress and the new long march in the new era,and by the panic for capability.To enhance the ability to govern validly,we have to grasp the key point,make up the shortcomings and reinforce the weakness. We should enhance the ability of learning,the ability of political leadership,the ability of reforming and innovation,the ability of scientific development,the ability of legal reign,the ability of mass work,the ability of guaranteeing the implementation,and the ability of controlling the risk. To enhance the ability to govern constantly,we have to stick to the "Five Reinforcement",namely,reinforcing the theoretical arming,the comprehensive enhancement,the practice,the investigation and study,and the scientific management.
