清乾隆时期土尔扈特蒙古从伏尔加河流域东归后,其一部被安置在霍博克赛里。安置伊始,霍博克赛里土尔扈特因历经战乱,长途奔波,生活物资奇缺,依赖各地赈济。这些赈济帮助霍博克赛里土尔扈特人民解决了生存的燃眉之急。同时在各地帮助下,其自身农业也得到一定发展,最终摆脱赈济,生活得到基本保障。
