摘要
"警官兼任村官"制度是公安边防部队实施"爱民固边"战略的一项重要警务创新制度,在实践中取得了良好的效果。完善这一制度,要从规范层面厘清其本质,加强制度实施的合法化认同,并进一步加强政策引导,完善考核评价机制建设。
"Police-officer-is-also-village-official"system is an important innovative activity for the border control force to implement the strategy of making invulnerable border through mass work. In practice,it has achieved good results. To perfect the system,efforts shall be made to clarify the essence of this system through institutional norms,strengthen the legalization of the system implementation process,and enhance policy guidance as well as improve the construction of assessment and evaluation mechanism.
