公安机关执法公正,是指公安机关及其人民警察依照法律规定,正当地履行行政执法与刑事执法职能,充分发挥法的作用,维护和实现社会公平正义即法的首要价值。习近平总书记的重要讲话赋予了"执法公正"在公安工作中的全局性、根本性地位,这是全面推进依法治国的现实需要,是公安机关发挥自身职能的使命所在。就公安机关执法活动而言,要达到公正的基本要求,应当符合职权法定、权利保障、裁量得当和高效便民的标准。

Law enforcement justice means impartial enforcement of the administrative law and criminal law by the public security authorities and people's police,giving full play to the role of law,safeguarding and realizing the primary value of law: social fairness and justice. General Secretary Xi Jinping's speech defines the holistic and fundamental position of public security authorities' law enforcement justice,which can not only meet the practical need to promote the rule of law in an all-round way,but also conform to the mission of public security authorities. In order to achieve the basic requirements of justice,law enforcement activities should conform to the following standards:power shall be designated by laws,people's right shall be guaranteed,proper discretion shall be exercised and the work conducted shall be highly efficient and convenient for the people.
