摘要
PPP作为一种新的融资模式,其存在的风险问题一直备受关注。针对项目各参与方承担的风险难以准确定义及量化、风险难以合理分担等问题,通过建立PPP项目的 16个主要风险评价指标,运用熵权法对其风险因素权重进行定量确定。最后运用灰色关联模型,确定了各参与方承担的主要风险。
As a new financing model, PPP has long been a topic of risk. According to the difficulty of accurately defining and quantifying the risk assumed by each participant in the project and reasonably sharing risk, through the establishment of 16 major risk evaluation indexes of PPP projects, the weights of risk factors are quantitatively determined by using the entropy method. Finally, using the gray relational model, the main risks borne by each participant are determined.
