京津冀生态补偿的问题与对策研究

Study on Problems and Countermeasures of Eco-compensation in Beijing-Tianjin-Hebei Region

京津冀生态补偿事关冀西北生态功能区建设与发展,事关能否为京津冀提供足够的生态空间和良好的生态服务,对构建以首都为核心的京津冀城市群、打造我国区域经济发展新的支撑带具有重要意义。通过对京津冀生态补偿的必要性及其存在问题进行分析,立足京津冀自然区域与行政区划特点,提出了加快生态服务价值评估研究,推进生态补偿立法进程,加大纵向补偿投入,给予政策倾斜,推进横向补偿,培育生态产品与服务交易市场等对策建议。

Eco-compensation in Beijing-Tianjin-Hebei region matters a great deal in promotion of the construction and development of the eco-functional area in north-west Hebei and enough eco-space and good eco-services for synergic development in the region.It is of vital importance to build up a city cluster with the capital Beijing as the core,so that we can have a new support belt for regional economic development in China.The paper offers some countermeasures and policy recommendations including enhancement of the research into eco-service value evaluation,boosting of legislation process regarding eco-compensation,increasing national investment in eco-compensation and more policy support to the eco-functional area as well as propelling inter-provincial eco-compensation and fostering agreen products and eco-services trading market on the basis of analysis of the need for eco-compensation in the region and the existing problems there with special attention to the geographical characteristic and administrative divisions.
