A Study on the Policy Choice of the Modernization of Higher Education in China

摘要 在对高等教育现代化的理论内涵的政策意蕴进行分析的基础上,以政策形成的过程要素为分析框架,对我国高等教育现代化推进政策制定过程中的问题确认、已成设定和备选方案进行分析,结果显示:我国高等教育要实现现代化必须要解决社会与个人之间的矛盾张力、实现高质量的公平、提升国际自信和国际影响力这三方面的问题。要将内涵式发展、错位有序发展、制度现代化、国际影响力提升提上政策议程,并将人才培养质量多元化和学科专业发展优化、提升高等教育发展的区域协调程度、推动高等院校法人治理、规范社会力量参与高等教育治理过程、深入推进高校国际合作办学实施和高等教育国际市场开拓作为重要政策选择。 This paper analyzes the policy implication of the theoretical connotation of the modernization of higher education,and takes the process elements of policy formation as the analysis framework to confirm the problems in the policy making process of China's higher education modernization.The results show that in order to achieve modernization in higher education,we must solve the following problems from three aspects:the tension between the society and the individual,the realization of high quality fairness,the enhancement of international self-confidence and the international influence.It is necessary to take the connotative development,the dislocation and orderly development,the modernization of the system,and the enhancement of international influence on the policy agenda.It will diversify the quality of personnel training and optimize the development of disciplines and disciplines so as to promote the regional coordination in the development of higher education and promote the development of higher education institutions corporate governance,standardize the social forces to participate in the process of higher education governance,and further promote the implementation of international cooperation in higher education institutions in our country and promote China's higher education to open up the international market as an important policy option.
