国内重点高校招生名额指标分配研究---基于39所“985”高校招生计划

A Study on the Distribution of Quota Indicators in Domestic “985” Universities

基于对国内39所"985"高校2016年招生计划的研究发现:各地区所获得"985"高校录取的机会存在较大差距,教育不公平现象较为突出。同时,现有各"985"高校招生计划制定原则尚不统一,并在很大程度上影响了地区间录取机会公平。另外,部分"985"高校属地招生比重过大,某种程度上是为了弥补本地区于"985"高校招生名额指标分配过程中的弱势地位。对此,有必要加强现有各"985"高校招生计划的宏观调控,借以此来保障教育公平的实现。考虑到高等教育领域内调控措施落实不到位先例的存在,本文在针对"985"高校招生调控中,更加强调了调控的落实与监察部分。

First of all, based on the survey of l〈985,5 universities enrollment programs in 2016, it is found that there is a large gap in each region’s “985” universities admission opportunities and the educational inequality are prominent. Secondly, the enrollment plan of “985” universities is not yet unified, which has a significant impact on the fairness of interregional admissions opportunities. Thirdly, to make up for the weak position of the region in the “985” universities enrollment quota distribution process, part of the “985” universities enrollment proportion is too large. In this regard, to ensure the realization of educational equity, it is necessary to strengthen the macro-control for the 11985,5 universities enrollment plan. At the same time, as the implementation of higher education enrollment control measures are not in place, so we are more emphasis on the implementation and monitoring of the “985” universities enrollment regulation.
