摘要 英国的课后看护制度植根于英国悠久的儿童福利政策,具有良好的发展基础。1997年新工党上台后,对原先职责不明、较为分散的托幼机构服务体系进行整顿,启动"保教一体化的改革历程",形成目前形式多样、种类丰富、时间灵活、集照料和教育于一体的服务体系,充分满足了儿童及其家庭的个性化需要。该体系经过政府、学校、组织部门、督导机构的多方协作,践行"每个孩子都重要"的原则,强调和维护每一个儿童的中心地位,竭力为所有孩子创造一个涵盖教育、健康和社会服务在内的一体化服务框架。 Britain's after-school caring system is rooted in a long-standing child welfare policy that has a sound basis for development. In the 1997, the Labour Party came to power. Then the Party has been devoted to solve the problems of ambiguous duties and more dispersed childcare facilities service system. The reform of the integration of caring and education was started. Development has become a service system with diversified forms, rich variety, flexible time and the integration of caring and education, to fully meet the personalized needs of children and their families. Through the cooperation of government, schools, organizing departments and supervising agencies practiced the principle of “every child is important”. Moreover, stressed and maintained the central position of the every child to create an integrated service framework covering education, health and social services for all children.
