论农业转移人口农地退出机制的构建

农地退出激励机制不健全、退地补偿标准不明确、离地农民社会保障机制不完善是当前阻碍农业转移人口退出农地的突出问题。社会发展的需要及农地问题的现状对土地制度的变迁提出了迫切需求,农业转移人口农地退出机制的构建势在必行。建立农地退出机制应当立足于农业转移人口退地意愿不强的现状和原因,合理设置退地补偿标准,确保离地农民经济权益的实现;将经济补偿与就业、社会保障措施优化结合,提升退地农民就业能力和就业机会;建立退地风险预防机制,解除退地农民的后顾之忧;建立耕地永久保护制度,对闲置土地者征收闲置税,从而促进退地工作的有序展开。

： Nowadays, what hinders the agriculture transfer population withdrawing from farmland is the imperfect incentive institution, unclear compensation standard of farmland exit and the imperfect social security system of these farmers. To construct the effective farmland exit institution, we can promote the enthusiasm of transfer population exiting from farmland, meanwhile, prevent the farmland lying idle. This measure will finally allocate the land resources properly, exploit the farmland efficiently and ultimately propose a perfect social security system for the agriculture population who withdraw from these farmland. The most important problem for establishing the effective farmland exit institution is that we need to analyze the current situation and essence reason of unwillingness of the agriculture transfer population. Afterwards, this essay emphasizes some statements for establishing effective compensation standard to protect the economic property of transfer population, integrating the economic compensation and employment as a whole to promote the farmer＇s employment ability and opportunity, setting up the risk preventing system to help the farmers solve their accidents, constructing permanent arable land protection system and levying taxes on the land lying idle.
