关于建设知识产权强国以至强省指导意见的发布,给我国区域知识产权体系发展带来空前战略机遇。湖北省作为全国科教大省,在知识产权运营体系的建设方面存在授权不足,核心不强,运营滞后等问题,在建设知识产权强省的大背景下,要围绕知识产权运营的构成要素,借鉴当前有益探索,立足本区域实际积极构建知识产权运营体系,以助力本省产业升级与经济发展。

The publishing of the guidance about powerful country and provinces of intellectual property has brought about unprecedented strategic opportunities to the development of regional intellectual property.As the typical province of science and education,Hubei Province is confronted with some problems on the construction of intellectual property operation system,such as lack of authorization as well as a strong core,and stagnation on operation and so on.Under the background of powerful province of intellectual property,there is need to focus on the components of intellectual property operation,use the current beneficial exploration for reference and actively build intellectual operation system based on the local status quo so as to boost the industrial upgrading and economic development.
