Macroeconomic Regulation and Control under the New Normal

面对复杂多变的国际环境和艰巨繁重的国内改革发展稳定任务,中央提出必须历史地、辩证地认识我国经济发展的阶段性特征,准确把握经济发展新常态。认识新常态,适应新常态,引领新常态,是当前和今后一个时期我国经济发展的大逻辑。面对经济新常态的新规律和新特征,中央提出在宏观调控领域要更加注重供给侧结构性改革。本文研究的关键在于厘清新常态和宏观调控二者间的关系,形成财政与货币政策的基本架构,对政策搭配模式与机制的研究力求兼具理论与实践的功能,将其与当前的宏观调控相结合,形成经济在"L"型底部运行的宏观调控政策基本搭配策略和措施安排。

Faced with comprehensive international environment and arduous domestic reform task, the Chinese government puts forward to understand the periodical character of Chinese development historically and dialectically. To know the New Normal, to adapt to the New Normal, and to lead the New Normal is the main logic of Chinese economic development in the future. This paper shapes the relationship between the New Normal and Macroeconomic Regulation and Control, forms the framework of fiscal policy and monetary policy. Combined with current macroeconomic regulation and control, it studies and mode and institution of policies theoretically and practically and make some policy coordination and arrangements in respect of the running of Chinese economy at the bottom of the L Curve.
