The 3 rd income distribution is always in the society and is expanding now with new model and characteristics. The thesis tries to discuss how US commonwealth foundation plays its role based on US commonwealth foundation structure and the function of the government. Also combined with its new models and characteristic, the thesis will provide some recommendations and reference to China commonwealth.
