预算是为公理财之要,为民服务之基。当前,县级经济处于发展的深度转型期,稳中向好的趋势尚不牢固,财政面临收入增长缓慢、收支矛盾突出、增长动力不足等突出问题。科学编制2018年县级部门预算,必须认清形势、找准短板,把握要求、突出重点,压实责任、严明纪律,确保每一分钱都用到"刀刃"上。

The budget is the essentials of public finance and the basis of serving the people. At present, the county-level economy is in a big transition period of development. The trend toward steady economic development is still not strong. The finance sector is facing prominent problems such as slow revenue growth, obvious contradictions between revenues and expenditures and insufficient growth impetus. To scientifically prepare county-level departmental budgets in 2018, we must understand the situation, identify shortcomings, grasp the requirements, highlight the key factors, take compulsory responsibility and strict discipline to ensure that every penny used in the "blade".
