Promoting the Overall Establishment of a Unified Basic Medical Insurance System for Urban and Rural Residents

整合城乡居民基本医疗保险制度取得显著成效。目前,大部分地区统一城乡的居民基本医疗保险制度已基本建立。全国23个省份、80%以上地市、11.8亿参保人纳入人力资源社会保障部门统一管理,形成了五项社会保险城乡一体化统一管理服务的"大社保"格局。但也存在一些困难和问题:一是管理体制尚待全面理顺;二是整合制度有待深入推进;三是制度协调衔接尚需加强;四是现代医保治理体系亟待建立。下一步,将按照党的十九大报告提出的全面建成覆盖全民、城乡统筹、权责清晰、保障适度、可持续的多层次社会保障体系的要求,朝着"更高质量、更有效率、更加公平、更可持续"的新发展目标,着眼于全面建立中国特色医疗保障制度,推进统一的城乡居民基本医疗保险制度全面建立并不断完善,切实提高人民群众获得感、幸福感和安全感。

The integration of urban and rural residents＇ basic medical insurance system has achieved remarkable results. At present, the basic medical insurance system for urban and rural residents in most areas has been basically established. 23 provinces in China, more than 80% cities and 11.8 billion insured persons are integrated into the management of the social security department of human resources.But there are also some diculties and problems. Next, we must promote the uni？ ed urban and rural residents＇ basic medical insurance system and improve it continuously, and improve people＇s sense of well-being, happiness and safety.
