Thinking on Promoting the Reform of Food and Drug Administrative Examination and Approval Below the Provincial Level

目的为推进省以下食品药品行政审批工作改革提供参考。方法以辽宁省为例,通过查阅文献、电话调研等多种方式,对目前省级食品药品行政审批工作存在的问题进行分析。结果与结论目前存在行政审批事项多,缺乏审批专业人才,基层队伍能力不足,部分行政审批周期长等问题;在处理好审批、依法行政、服务和监管关系的基础上,提出加强优化行政审批流程,转变作风,创新审批工作方式和加强队伍建设等方面工作,不断深入推进食品药品行政审批改革,营造良好营商环境,从而持续助推食品药品企业健康有序发展。

Objective To provide a reference for the reform of administrative examination and approval of food and drug below the provincial level. Methods Taking Liaoning Province as an example,the existing problems in the administrative examination and approval of food and drug at the provincial level were analyzed by means of literature,telephone investigation and so on. Results and Conclusions At present, there still existed some problems, such as many issues of administrative examination and approval, lack of examination and approval of professional personnel, lack of grass-roots team capacity, and long period of part of the administrative examination and approval. On the basis of dealing with the relationship among examination and approval, administration according to law, service and supervision,it was suggested that we should strengthen and optimize the administrative approval process,change the style of work,innovate the way of examination and approval,and strengthen the construction of the team,in order to promote the administrative examination and approval of reform of food and drug, create a favorable business environment so as to promote the healthy and orderly development of the food and drug enterprises.
