Analysis and Optimization of the Existing Problems of Hunan's Revolutionary Old Areas

党的十八大以来,以习近平同志为核心的党中央,将脱贫攻坚作为"第一民生工程"来抓,具有极为重要的意义。目前,我省革命老区脱贫攻坚工作中还存在一些亟待解决的问题,主要是考核监督流于形式;扶贫资金监管缺位;督查巡查缺乏常态化长效化,整改效果不明显。其原因在于思想认识偏差、扶贫主体责任不明、缺乏制度保障和奖惩措施等。基于这些问题,进一步推进革命老区脱贫攻坚工作应加大脱贫攻坚思想宣传教育工作力度,广开思路;完善扶贫资金管理和监督,实行"阳光"化操作;强化制度保障措施,创新建立奖惩机制。

Since the eighteen Party's Congress,the Central Committee of the Communist Party of China, headed by general secretary Xi Jinping,has taken the tackling of poverty alleviation as the first people's livelihood project. It is of great importance. At present,I have some urgent need to solve the problem of poverty alleviation work in the province,the old revolutionary base areas,is the main examination and supervision form; poverty alleviation funds lack of supervision; lack of long-term normalization, the rectification effect is unknown. The reason lies in the deviation of ideological understanding, the unidentified responsibility of the main body of poverty alleviation, the lack of institutional guarantee and the measures of rewards and punishments. Based on these problems,to further promote the old revolutionary base areas of poverty alleviation of poverty alleviation work should strengthen the ideological propaganda and education efforts, with thought of" cage"; improve the poverty alleviation funds management and supervision, the implementation of the" sunshine" operation; strengthen the system of safeguard measures, establish incentive mechanism innovation.
