黑龙江省参与俄罗斯远东开发对策

Heilongjiang Province Policy for Participating in the Development of Russia's Far East

从2014年开始,俄罗斯出台了多项开发远东的政策,最引人注目的是超前发展区法和符拉迪沃斯托克自由港法的相继颁布。2016年,该地区工业产值增长5.4%,增幅高于全俄平均水平,投资增长1.8%,失业率降低。特别是人口流失减少,自1992年以来首次出现人口流入。黑龙江对俄远东地区合作具有良好的基础,国家重视东北地区社会经济发展,在国家、地区层面都有对俄合作机制。在参与俄罗斯远东开发时,我们要认真分析俄罗斯开发远东的产业政策,对参与开发远东地区的困难有清醒的认识,对黑龙江省经济形势和特点进行梳理,既要发挥自身优势,又要考虑到黑龙江与俄罗斯,尤其是俄远东地区在经济结构、经济要素上的同质性。黑龙江省可以在对俄现代农业合作、建设境外产业园区、发展跨境电商、推进金融合作等领域参与俄远东地区的开发。

Since 2014, Russia has introduced a number of policies to develop its Far East. The most notable among them are the Law of Territory of Advanced Social and Economic Development of Russian Federation and the Law of Free Port of Vladivostok. In 2016, industrial production of the Far East rose 5.4 per cent, higher than the level of the Russian average, with investment growing by 1.8 per cent and unemployment falling. In particular, population loss has declined and the first influx of population appeared since 1992.Heilongjiang province has a good foundation for cooperation with the Russia’s Far East. The Chinese government attaches great importance to social and economic development in the Northeast region and has a mechanism for cooperation with Russia at both national and regional levels. The Russian industrial policies in the Far East should be studied carefully and must be ready to deal with any difficulty when Heilongjiang province decide to participate in the development of the Far East. Meanwhile the picture of the economic situation of Heilongjiang province and characteristics should be clear either. We should play our own advantages while taking into account homogeneity of economic structure of Heilongjiang province and Russia’s Far East. Heilongjiang province can participate in the development of the Russia’ Far East in the felds of modern agricultural cooperation, construction of overseas industrial parks, cross-border e-commerce development and promotion of fnancial cooperation.
