在上海利用外资新形势下,对跨国公司研发中心的激励与促进需要确立一个目标,对接上海科创中心的机构、人才和资本培育,实现跨国公司研发中心的深度"本土根植"。应遵循两个原则:一是激励对象侧重符合上海重大科技领域原创技术开发以及高度"跨界"的创新项目,以此提高上海的竞争力;二是依托现有的科技管理和创新机构,以创新项目为纽带,充分引导跨国公司研发中心的优质资源落地,围绕创新价值链的"人财物"设立一个综合性、协同性质的创新服务平台。
