摘要 随着经济社会不断发展,传统的管理理念已不能适应新形势下电网发展的要求。资产全寿命周期管理着眼于延长电网资产的经济寿命,使电网资产全寿命周期的成本最低。以澳大利亚Powerlink公司和国家电网公司的管理为例,介绍了国内外配电网资产管理研究现状。介绍资产综合绩效评价体系的建立过程与评价方法,遵循系统性、实用性、独立性、定量性的原则选取评价指标,构建数学模型,计算全寿命周期效益和成本,以及效益成本比。介绍了基于全寿命周期综合绩效评价结果的导向型投资分配方法,根据综合配电网投资发展策略构建配网投资分配模型,对不同配网投资进行分配。以位于A市城区核心区的资产集合绩效评价为例,具体介绍绩效评价体系及投资分配方法的应用。 With the continuous development of economy and society, the traditional management concept can no longer meet the requirements of grid development in the new situation. Asset Life Cycle Management focuses on extending the economic life of grid assets and minimizing the cost of grid assets over their lifecycle. Taking the management of Australian Powerlink Company and State Grid Company as an example, this paper introduces the research status of asset management in distribution network at home and abroad. This paper introduces the establishment process and evaluation method of assets comprehensive performance evaluation system, selects the evaluation indexes according to the principles of systematization, practicability, independence and quantitativeness, constructs the mathematical model, calculates the benefit and cost of life cycle, and the benefit cost ratio. This paper introduces a guided investment allocation method based on the results of comprehensive life cycle performance evaluation. According to the investment development strategy of integrated distribution network, this paper constructs distribution investment allocation model and distributes the different distribution network investment. Taking the performance evaluation of asset collection located in the core area of downtown A as an example, this paper introduces the application of performance evaluation system and investment allocation method in detail.
