The essence of the relationship between government and market is the choice of resource allocation, which is dialectical and dynamic. The basic economic system, which is the subject of public ownership and the common develop-ment of various forms of ownership, is the best system design for the combination of government and market. ＂To make the market play a decisive role in the allocation of resources＂ is the CPC’s understanding of the law of socialist construction, which is an organic unity that fully respects the objective regularity of market and actively plays a role in government＇s subjective initiative. Because the conditions are different, the relationships between government and market are different in different stages of social development and in different countries and regions. The market economy system is the objective requirement of economic development in the primary stage of socialism, but it cannot copy the model of market economy of western countries.
