从封闭社区到开放街区：城市社区建设的冲突与治理

From Closed Community to Open Block:The Conflict and Management in Urban Community Construction

推广街区制对于解决当前我国严峻的"城市病"问题具有重大的现实意义,但也面临着诸如各主体之间的利益冲突、职能部门的职责不清、社会分层与冲突、社区空间开放与居民对私密空间的需求之间的冲突等问题。实现从传统的封闭社区向开放街区的转变是未来城市社区建设的方向。当然,要实现这一转变,需要保障居民的基本物权和公民权;在政府的引领下,推动多方的参与;通过强化社区组织成员的沟通交流,增强社区认同感与归属感,以防止社会分层与冲突;平衡社区空间的开放性与私密性之间的关系,应对社区组织内外部环境系统的复杂性与不确定性等。

It is of great practical significance to solve problems of ＂urban dise ase＂ by promoting block system, but this also faces many challenges, such as the conflict of interests between different departments, unclear responsibilities of functional departments,social stratification and conflict,the conflicts between the necessity of opening community space and the res-idents＇ requirement of private space etc. Transforming traditional closed community to opening block is the direction of ur-ban community construction in the future. Of course,in order to achieve this transformation,we need to protect the resi- dents＇ basic property and civil rights,to promote mult i-party participation under the guidance of the government, to en -hance community identity and sense of belonging,to strengthen the communication between community members, and to prevent social stratification and conflict. We also need to balance the relationship between community openness and resi-dents＇ requirement of privacy space,and to deal with the complexity and uncertainty between the internal and external en- vironments of community.
