摘要
对在役或拟建的工业管线尤其是油气管道进行安全评估 ,是管线管理部门迫在眉睫的一项工作。当前 ,国内外对于安全评估有不同的评价模式和相应的准则 ,例如 ,有适用性评价、风险评价和完整性 (或称整体性 )评价 ,以及可靠性评价等模式 ,这些评估方法各有侧重 ,有相互联系、交叉、重叠 ,又都有各自的评估内容、指标、程序、方法和准则。这项工作由于缺乏统一、规范的安全评价标准 ,难以保证评价结果的有效性和准确性 ,也不能促进评估工作的标准化、程序化 ,无益于形成安全评估模式的国家标准。因此在对各种评估模式和准则进行讨论、分析、比较的基础上 。
The safety situation of industrial pipeline which have being used for many years and to be laid in the future,for pipeline management department,is extremely urgent to be evaluated There are many different evaluating patterns and codes which may be used now,for example,the assessing model of fitness for purpose,the analysis model of risk management,the integrity assessment technique and the method of reliability evaluation Those approaches which contain items,indexes programs,methods and rules,are not only connected but also distinguished mutually The lack of unification among the patterns is obvious existing,this could affects validity,correctness and coherence of conclusion for assessing petroleum pipliene safety,and is not useful for standardization of evaluation procedure yet So suggestions based on the discussion,comparison and analysis to the assessing models are given here.
