基于流程视角的电子政务绩效评估研究

Research on E-government Performance Evaluation in the Perspective of Process

文章从流程视角、应用流程相关理论对电子政务绩效评估过程中存在的流程意识薄弱、整体目标意识淡薄、资源管理短缺和界面管理缺失等问题进行分析,提出应以水平系统组织观为视角了解评估过程,树立整体性评估目标意识,建立绩效评估目标体系,提升绩效评估中资源管理效用和增强绩效评估中界面管理重视程度等对策,从而进一步丰富电子政务绩效评估研究体系。

This paper analyzes a series of problems in terms of of poor process,overall goal awareness,lack of resource and interface management in the process of E-government performance assessment from the perspective of process and related theories. Then,it puts forward suggestions including understanding the assessment from the visual angle,setting up the overall goal awareness,building the target system,and improving the effectiveness of resource management and the importance of interface management in performance evaluation,so as to further enrich the research system of E-government performance evaluation.
