This paper briefy introduces the principle and characteristics of VHF omni-directional range （VOR）, and presents en effective monitoring method based on the VOR signal spectrum characteristics. This will provide technical support for radio management department to grasp VOR signal characteristics and the correct monitoring methods, which will guarantee for the safely of civil aircraft.
