科研人员创新创业政策评价研究——以上海张江与天津滨海为分析对象

Research on the Evaluation of Science Researchers Innovation and Entrepreneurs Policies——The Analysis of Shanghai zhangjiang and Tianjin Binhai

文章通过借鉴"三维一体"的创业政策评估模型,对上海张江与天津滨海两家国家自主创新示范区2010年以来的52项科研人员创新创业政策进行量化评估。研究结果显示,科研人员创新创业政策正逐步趋于完善,已形成从法律法规、条例到细则的政策体系。但是,政策的效力有待提高,部门之间缺少合力。基于此,文章提出政策建议:要重视政策制定部门之间的协调,注重提高政策效力,政策重心应向创业的第一阶段与第三阶段转移,且注重在第三阶段增加对文化与培训政策工具的运用,注重提供对科研人员的实质性支持;上海张江还应重视政策效力的提升与创新创业环境的营造,以期实现提高政策制定合理性、政策执行有效性的研究目的。

This paper carries out a quantitative research on the samples of 52 Shanghai Zhangjiang and Tianjin Binhai national independent innovation demonstration park's science researchers innovation and entrepreneur policies since 2010 by using content analysis, which is based on the "three in one" entrepreneur policy evaluation framework. The results show that science researchers innovation and entrepreneur policies are more and more perfect. These policies have been formed a complete system which includes from laws and regulations to the detailed rules. However, the power of these policies are not high and its' formulation has not yet formed "to-gether". Based on these results, this paper gives some advices as following: pay attention to the coordination of policy formulating departments; attach importance to improve the implement effect of policies; the focus of policies should transfer to the first and the third innovation and entrepreneurial stage; attach importance to supply the true support to science researchers; Shanghai Zhangjiang should focus on improving the implement effect of policies, building the fine science researchers innovative and entrepreneurial environment.The results can achieve the following affects, improving the rationality of formulating science researchers innovation and entrepreneur policies, guaranteeing the availability of implementing these policies.
