最严格视域下水资源供给侧结构性改革经验探讨——内蒙古自治区水资源管理改革实践

Experience of supply-side structural reform of water resources from the most stringent viewpoint:Practices of water resource management reform in Inner Mongolia Autonomous Region

针对内蒙古自治区特别是黄河流域水资源供给侧存在水资源匮乏,供需矛盾突出;用水效率低,政府投入不足;受传统体制机制制约等问题,分析存在问题的原因,提出补足灌区基础设施薄弱短板,调整用水结构促进经济发展,发挥市场在资源配置中调节作用,落实最严格水资源管理制度等措施。

Owing to the following problems in the supply-side reform of water resources in Inner Mongolia Autonomous Region especially in Yellow River basin:short water resources and obvious supply-need conflict,low water use efficiency and deficient government input,and restraint of traditional system and mechanism,the causes are analyzed,and some measures are put forward,that is,improving the infrastructure in irrigation areas,adjusting water use structure so as to promote economic development,giving full play of market in adjustment of resource allocation,and implementing the most stringent water resource management system.
