深化供给侧结构性改革 破解水利发展现实问题

Deepening supply-side structural reform,solving realistic problems in water conservancy development

近年来,沂沭泗流域水利事业取得长足发展,但是沂沭泗水系复杂,水事矛盾多发,水旱灾害频繁。随着流域工业化和城镇化的快速推进,水少、水多、水脏、水浪费、水生态退化等共性问题依然是经济社会发展的重要制约因素。破解沂沭泗水利发展面临的现实问题,迫切要求进一步深化水利供给侧结构性改革,补齐补强流域水利建设短板,创新流域管理体制机制,改进流域管理的方式和手段,丰富和完善新时期沂沭泗水利管理新思路、新举措,大力推进流域水治理体系和治理能力现代化,为流域经济社会发展提供更加有力的水利支持和保障。

In recent years,the water conservancy development in Yi-Shu-Si Water Basin has made substantial progress.However,the water system in the basin is complex,and the water contradictions and flood and drought disasters are frequent.With the rapid development of industrialization and urbanization,the common issues like water scarcity,water overflow,water pollution and aquatic ecosystem degeneration are still the constraint factors for the economic and social development.To solve the practical issues of development in Yi-Shu-Si Water Basin,it is urgent to deepen the supply-side structural reform of water conservancy,to cover the shortage of the water conservancy construction,to innovate the mechanism of river basin management,to improve the approaches and measures of river basin management,to come up with new ideas and to greatly promote the modernization of river basin management system and capacity in order to provide the strong water conservancy support and security for regional economic and social development.
