基于灰色DEA模型的河南省科技创新投入产出效率研究 被引量:4

摘要 构建了科技创新投入产出效率评价指标体系,为减弱不确定性因素对实验结果的影响,提高测算结果的精确度,将灰色理论与DEA模型相结合,运用灰色DEA模型对河南省18地市2011—2015年科技创新效率进行测算.结果表明,河南省各地市科技创新效率处于中等水平,开封等6地市的效率达到相对最优,其他各地市均存在资源闲置和产出不足情况.根据测算结果并结合实际情况,提出了优化创新氛围,建立长效机制,促进科技创新链和创新成果产业链有效结合等建议. This paper established an efficiency evaluation index system of input and output on science and technology innovation. In order to decrease the influences of uncertain factors for the experimental results and increase the accuracy of the results,the researcher calculated the efficiency of science and technology innovation from 2011 to 2015 in 18 cities of Henan province by using the grey DEA model which was combined the grey theory with DEA model in this paper. The results showed that in the cities of Henan province,the efficiency of science and technology innovation was in an medium level. The efficiency of Kaifeng and other five cities reached an optimal level that compared with other cities in Henan province. Other cities in this province all faced the same problems of unoccupied resources and insufficient output. According to the calculated result and combining the practical problems,the researcher put forward some suggestions in the end of the paper,such as optimized the atmosphere of innovation,built up a long-term mechanism,promoted effective integration of the technological innovation chain and the industrial chain of innovative results,and so on.
