医养结合养老服务业发展对策研究

Research on the Countermeasures for the Development of Integrating Old-Age Care with Medical Service

近年来,经过不断探索实践,医养结合养老服务工作成效显著,政策支持体系逐步建立,多主体积极参与市场竞争,形成多种形态的医养结合养老服务机构建设模式。但在实际发展中,以医带养的医养结合发展模式面临发展瓶颈、养老机构医疗服务能力有限、医养结合资金可持续供给不足、专业人才和服务人员短缺。医养结合深度发展需要多模式、多层次、宽领域推进,全面推广并逐渐完善长期护理保险制度,建立具有普遍认可度的评估体系,创新养老机构多元化发展模式,更好地满足老龄化社会需求。

In recent years,after continuous exploration and practice,the work of combining medical care with old-age care services has achieved remarkable results. Policy support system has been gradually established. Many participants are actively involved in market competition,forming various forms of medical care and old-age care institutions. However,in actual development,there are many problems associated with the combination of medical service and old-age care,for example,the limited medical service capacity of pension institutions,the insufficiency of supply of combination of medical service and old-age care funds,and the shortage of professionals and service personnel and so on. The development of integrating old-age care with medical service requires the promotion of multi-modalities,multi-level and broad areas,the full promotion and gradual improvement of the long-term care insurance system,the establishment of a generally accepted evaluation system and the innovation in the diversified development model of pension institutions so as to better meet the needs of an aging society demand.
